The answer depends if you are proposing to contribute a version!
There is nothing anything like as comprehensive, as far as I know.

multicomp is not part of S, and for fairly obvious reasons the R
project is not attempting to clone the work of a commercial organization.
If you have S-PLUS 2000, why not use it for this?

There are some simple multiple comparison things in R: look at the
*pairwise* functions in ctest, for example.
