[R] how to compile R source code under Win NT?

It's in the R sources (R-1.1.1.tgz), and it tells you how to build R
itself from source. Very few people do that.  If all you want to do
is build addon packages, readme.packages has the information needed.
INSTALL is not in the binary distribution, nor relevant to it (unless
cross-compiling packages, and you are unlikely to do that without
cross-building R itself).

Shige Song asked how to compile `R source code'  and Duncan interpreted
this as `compiling R from source' as code in the R dialect of S is not
compiled.
