[R] update.packages()

The tolerance for timeouts may well be different -- I have been able to
(very slowly) load files in a browser that I can't load with
read.table(url()).

You would probably be better off using the Oz mirror of CRAN. Set
   options(CRAN="http://cran.au.r-project.org")
