[R] Why not available of RMySQL and RPgSQL in RWin binaries?

`RWin binaries' are for Windows, not Cygwin.  As I understand it the
PostgreSQL port is user-contributed code for Cygwin: it appears in the
contrib directory.

Your answer is in the name.  No one has yet contributed them.

There is no team of support staff who port user-contributed code to various
platforms at the request of users.  It is not clear if we will be
continuing to provide ports of anything but the standard and recommended
packages.
