[R] problem loading quantreg on WinNT

Prof. Koenker,

I've managed to solve the problem.  As you suspected, it's the ATLAS link.
I downloaded the source from CRAN and compiled with link to ATLAS, and
everything seems fine.  Thanks a lot!
