I don't have any trouble accessing http://www.R-project.org/
which  *is* the Austrian site:

  www.r-project.org       canonical name = isildur.ci.tuwien.ac.at.
  Name:   isildur.ci.tuwien.ac.at
  Address: 128.131.51.43

Perhaps there's a nameserver problem somewhere
