[R] Installing chron

It should be there in bin/windows/contrib (and seems to be at Vienna).
It is definitely at

http://www.stats.ox.ac.uk/pub/RWin/chron.zip

That would need to be unpacked in src/library, then installed.  Please
remove library\chron before trying anything else.

The simplest procedure is I believe

1) (Once only) get http://www.stats.ox.ac.uk/pub/Rtools/wget.zip and unzip it
somewhere in your PATH.

2) Start up R and run
   install.packages("chron")

Future versions of R may not need step 1).
