[R] binary versions of packages for Windows

The packages all appear in the src/contrib directory on CRAN, possibly in
later versions.

You will need to compile from source, just as on all other platforms.

I hope so too, but there were never any guarantees.  No one tests all the
packages under each new release, except for 1.2.0.

The `creators' are those listed on CRAN in the sources.  I am the only
porter to Windows.

The remedy really is quite simple: anyone can get the sources from CRAN and
compile them on Windows.  Since someone else has just pestered me, let me
remind people that the tools you need to do so are fully documented and are
all freely downloadable.  Just get rw102Xsp.zip and read the information
files.

The only difference is that now only about half the packages are available
in pre-compiled form.
