Is libtcl8.3.so in your LD_LIBRARY_PATH?

Probably the latter, although the configure tries to pick up paths as
needed.

I think it is, and R CMD ldd /tools/GNU/R/1.1.1/lib/R/library/tcltk/libs/tcltk.so

will confirm it (or not).

I do suggest you upgrade your R, not least because I think the
configuration has been imporved since 1.1.1.
