[R] graph/save file/jpeg/slow

Yes, jpeg at 100% is to be avoided, but speed depends on

1) The graphics windows size
2) The machine's RAM
3) The machine's processor speed

and I've never seen anything like the times you report.

Or save as postscript or metafile from the menu bar ...
