You could take a look at Brian's instructions in

http://www.stats.ox.ac.uk/pub/Rtools/

(Why is that one so difficult to locate via CRAN? It's in the
readme.packages file and in gnuwin32/INSTALL, but not e.g. in the
Windows FAQ.)
