[R] Bbuilding R on Win2K

1) Why not use the current R-1.3.1?

2) You are not getting the right toolset.  Is the Rtools set first in your
path?

3) BUILD=CYGWIN is not really supported: see the comments in
src/gnuwin32/INSTALL.  Check the portal for up-to-date information.
