[R] calling optim from external C/C++ program

Oh, they have shipped a version of gcc purporting to be 2.96 (and still
do AFAIK).  However,  there is no such version of gcc, see

http://gcc.gnu.org/gcc-2.96.html

and there are known problems with the `2.96' in RH7.1 and RH7.2 which have
affecting compiling R and its packages.
