[R] How do we omit the coastline using map?

I've figure out a way to do it.  Before plotting the map, change the
par()$fg to the line colour I want to use for the block, and change it
back immediately after the map function is used.  Seems to be because
of how polygon works.

Not very elegant, but it's simple enough to do.
