[R] compiling packages

But you used make there, not Perl.  The correct form is

make PKGDIR=c:/r_src/src/library RLIB=c:/r_src/library pkg-addreg

and that *is* documented in readme.packages.  You must have missed it, so
please re-read ALL of that document.
