[R] How to download inccoming files?

deliberately disabled for exactly the reasons Peter gave already:
Otherwise it is possible that X uploads file foo and notifies the
world that it can be downloaded from CRAN (until we detect the
misuse). Some sites even disable listing of incoming directories, we
had no reasons yet to go that far.
