You haven't got perl on your path.  To check this, 
1) go to some directory where perl.exe *isn't* installed, such 
as c:\temp
2) type "perl"  at the command prompt.

You should get the same error message: ...not recognized as an 
internal or external command...

to fix this, edit your autoexec.bat file appropriately to put perl.exe
on the path, and reboot.
