[R] Rcmd on Windows

Actually, it seems that Yunda is on NT/2000/XP, in which case there's no
autoexec.bat, and no reboot would be needed.  When installing Perl, make
sure it is installed `for all users'.  I believe the ActiveState Perl
installer will automatically add to the PATH environment variable.  If not,
right click on `My Computer', click on the `Environment' tab, and edit PATH
there.  Click 'Set' and then 'OK'.  Then try it again.
