[R] Xgobi package

Do read the DESCRIPTION: the information is there.

There is no such thing as R 1.3, and I guess you are using Windows
but you omitted to say so.  If so, I strongly suggest you upgrade your R
installation first, as the pre-compiled packages are for R >= 1.4.0
(as the ReadMe says).
