You are right. It compiles smoothly on, e.g., WinNT4.0 using the
standard installation procedure for packages:
  Rcmd INSTALL tseries_0.9-0.tar.gz

A binary version for R on Windows can be found at:
 http://cran.r-project.org/bin/windows/contrib/
