yes ... the package CircStats has some presentation methods; about 23/11/01 
there were discussions on r-help about using stars() to produce such plots 
... Dave Finlayson produced a function.
There is also (memory) a nice rose diagram generator provided by a Polish? 
worker maybe early in 2001 ... this will be in the archives, use the 
searchable archive or Robert King's archive,
