It could, but it will not in the near future, probably never.
The point of R-help is that people can ask for help without
having to go through a not entirely trivial procedure of first
subscribing to the list.

We have other ways of spam protection that work in 99.4% of the
cases.
Even if only subscribers could post, we would have to protect
from spam quite a bit, since many spams and even more viruses
are now spread by faking proper "From: ..." addresses
(that are sometimes collected from the *corresponding mailing
 list archives).
