Hi,

It is detailed in Prof. Ripley's README file.  There are several kind of X
Servers, e.g. StarNet's XWin32, http://www.starnet.com/, or CygWin's
CygWin/XFree86, http://xfree86.cygwin.com/.  The former is a commercial
package which cost lots of money -- though academic license is relatively
cheaper.  The later is a free, open sourced one.

It is lots of hassle.  You may want to take a look at GGobi , www.ggobi.org.
Which is like a Windows version of XGobi which does not require an X Server.
