[R] install.packages() for local source file

This is not a `definitive bug' but as you have been told repeatedly a 
failure on your part to read the help adequately:

   contriburl: URL of the contrib section of CRAN.

The good news is that R-devel does support local installation, so R 2.1.0 
will.
