[R] Building R from source

[YONGWAN CHUN]

Dear Prof. Ripley, 


Finally, I succeeded in building R from source. I just changed WINHELP part in 'MkRules' file from WINHELP = CHM to WINHELP = NO. Then R was built successfully.
