The RDCOMClient is available from a different repository

   http://www.omegahat.org/R

You can include it in the list of repositories being
searched on Windows using the Packages menu in the R GUI
and then select the entry Select repositories
and include Omegahat in the selection.
Or just install RDCOMClient manually
   install.packages("RDCOMClient",
                    repos = "http://www.omegahat.org/R")

and then install RBloomberg as before.
