Review Appendix D in the R Installation and Administration Manual.

The current Iced Tea engine does not support the Java-JavaScript bridge,
which precludes the help.start() engine from functioning. You would need 
to use the Sun Java VM, which I believe for 64 bit systems still means 
using the 32-bit version.
