That should be:

   z <- zoo(data1[,3], as.yearmon(data1[,1], "%b-%y"))

or, if you want it as Date instead of yearmon:

   z <- zoo(data1[,3], as.Date(as.yearmon(data1[,1], "%b-%y")))
