[R] where to download BRugs?

It is Windows-only, and you download it from 'CRAN (extras)' which is part 
of the default repository set on Windows versions of R.  So

install.packages("BRugs")

is all that is needed unless you changed something to stop it working.
(It is only available for R >= 2.6.0.)
