[R] Problems installing RODBC as part of Rcmdr and as separate package

You need unixODBC or iodbc.  Specifically on F10

gannet% rpm -q --whatprovides /usr/include/sql.h
unixODBC-devel-2.2.12-9.fc10.x86_64

This is in the RODBC/README (well, not the exact RPM for F10).
