read.csv(file, header = TRUE, sep = ",", quote="\"", dec=".", fill =  
TRUE, comment.char="", ...)
So the default behavior is for the first line to be interpreted as  
column names.

In the future please use an informative Subject line (as the Posting  
Guide suggests.)
