The path I took to getting a glimmmer of the answer was to look at ? 
axTicks and then notice in the "..." arguments description that tck  
and tcl controlled tick direction and length. Then ...

?par  # yes, one does need to read the help pages.

... and testing my understanding....

 > plot(1,1, tck=0.01)
 > axis(1)
