In addition to Marc's comments, you might want to use
setInternet2()

I am pretty sure this will get you past a firewall to r-project.org.

I think it might also get you access to 127.0.0.1.
Access to 127.0.0.1 is not explicitly mentioned in the help file ?setInternet2
