even without:
browser="C:/Program Files/Internet Explorer/iexplore.exe")

For non default browser it needs;
browser="C:/Program Files/Mozilla Firefoe/firefox.exe"


What will be "file:" used for?

want the "file:" part. Try

browseURL("http://www.r-project.org")
