[R] can't compile R on CentOS 64bit (bad interpreter: Permission denied)

I use R on CentOS without root permission.  It's always worked if I
run ./configure and make from the directory I'm installing it in.  You
seem to be making it unnecessarily complicated.

There is the possibility that you're missing some dev rpms.  I've not
had that problem, but I know others have.
