[R] [R\ Compiling R from source on Windows 7 (64 bit) solved

Hello again.

Due to the excellent help from Josh Wiley,  I ran back in the C:/R
directory with only changing WIN = 64 in the MkRules.local file (other
than the JPEG, etc).  All was well.
