[R] RWinEdt

The WinEdt people released a version R-Sweave at www.winedt.org.
My plan is to finalize a new RWinEdt plungin during this summer with a 
smoother installer. I was reluctant to work on it since almost a 
complete redesign is necessary for new versions of WinEdt and I did the 
original work 10 years ago (hence I forgot almost everything I did....).
