You forgot the report the error after trying this line of code, the 
error is expected to be

Error: unexpected symbol in " 
Sys.setenv(wget="http://username:password@"proxy"

If you need double inner quotes, either escape them or use single outer 
quotes as in:

Sys.setenv(wget='http://username:password@"proxy server":port')
