Maybe there is some built-in assumption about dating and when to change to the new century. It seems to kick-in at 1968

as.Date("25/04/69", "%d/%m/%y")

as.Date("25/04/68", "%d/%m/%y")

as.Date("25/04/60", "%d/%m/%y")
