Using dplyr:

library(dplyr)

# Counting unique
DF4 %>%
  group_by(city) %>%
  filter(length(unique(var)) == 1)

# Counting not duplicated
DF4 %>%
  group_by(city) %>%
  filter(sum(!duplicated(var)) == 1)
