apt-get update
apt-get build-dep r-base
wget https://cran.r-project.org/src/base/R-3/R-3.5.0.tar.gz
tar -xvf R-3.5.0.tar.gz
cd R-3.5.0
./configure --enable-R-shlib
make

also works fine here. FWIW, I'm starting with the ubuntu:latest docker
image and going from there.
