[R] How long does it take to learn the R programming language?

It depends on what you mean by learn, and the final goal. It also depends on your starting point. "Computer literacy" is poorly defined. Finally, it depends on the quality of instruction, your innate ability to learn this skill, and the time you can devote to this task. You will be able to write your first code in a few minutes. Being able to write a package for inclusion in CRAN might take years. The learning curve can be steep, or appear that way, if you must learn R from a poorly written textbook with no outside help. High quality instruction building knowledge in a systematic way can lessen the curve, but there is still a great deal of content to learn.

The basics, yes.

Is there a steep learning curve?

Right after the basics, yes, for a (short?) while.
I don't know if this is true but it is said that once you are comfortable with help("lapply"), you've made it.
