[R] grDevices::hcl.colors using two colours: Bug or Feature?

This is a 4.3.0 reversion.  I'm seeing it as well on

   R version 4.3.0 RC (2023-04-13 r84266)
   Platform: x86_64-apple-darwin20 (64-bit)
   Running under: macOS Monterey 12.6.5
