[BioC] hi unable to run annbuilder

The basic functions described in AnnBuilder.Rnw do not require PostGreSQL 
(unless you want to write the output to a database) and run at a reasonab speed. 
Functions (described in ABOther.Rnw) that process data from Gene Ontology do 
require PostgreSQL.
