[BioC] Biobase/BioBase capitalization user errors in Windows

But the name of the package is not 'BioBase', it is 'Biobase'.  I realize
that sometimes capitalization schemes can be difficult to keep track of,
but the only reason you can load the package at all that way is that
you're using an OS that has a poor notion of case dependency.
