[BioC] Problem downloading Bioconductor

It sounds like your system is having trouble connecting to the
internet and talking to the Bioconductor website.

Is your system behind a web proxy firewall that requires
authentication?  Your network administrator will be able to tell you.

There is information about how to deal with web proxies in the help
page for download.file.
