I got some of the following information from Dan Gillman at the
Census Bureau that is related. As you might imagine, we are very
interested in any technology that might help in the exchange of
data between statistical packages, the publishing of data on the WWW,
and making data more useful to a wider audience.
 
The Data Documentation Initiative sponsored by ICPSR (Univ of Mich) 
is a statistical data set documentation standard written as an XML DTD.  
Marty Appel and Dan Gillman here at the Census Bureau are on the
committee
that is developing the work.  There is a web site at
http://www.icpsr.umich.edu/DDI.

Unisys has software for converting a UML model to an XML DTD through the
use of XML.

The San Diego Supercomputer Center (SDSC) has  a variety of projects
related to 
describing data with XML. See http://www.npaci.edu/DICE/MIX/index.html
