[Rd] make fails with utf-8 locale, RH9 (PR#6958)

There is no known problem with LANG=C on Solaris and it is tested
regularly. Clearly from

That is *NOT* a utf-8 locale.

Please do read the section on BUGS in the R FAQ, and do not use R-bugs to 
report errors in your own system configuration.
