you say yourself it wasn't reproducible.  So it could have been
anything that "crashed" you R , cosmic radiation, a bolt of
lightning reversing a bit in your computer memory ,...  :-)
many things rather than a bug in R.

But before dropping this report completely,
can you try

for(i in 1:1000) {
    state <- c("tas", "sa",  "qld", "nsw", "nsw", "nt",  "wa",  "wa",
               "qld", "vic", "nsw", "vic", "qld", "qld", "sa",  "tas",
               "sa",  "nt",  "wa",  "vic", "qld", "nsw", "nsw", "wa",
               "sa",  "act", "nsw", "vic", "vic", "act")

which does what you did, but 1000 times --- "of course" completely
flawlessly for me..
