[Rd] requesting a new SIG mailing list

Hello,

I'm one of the maintainers of the r-sig-ecology list, and I think
it would be entirely appropriate to include hydrology within
the scope of the list.

There hasn't been much hydrologic discussion, as you noted,
but not because we wish to exclude it.
